The House Republicans have introduced the American Energy Act which contrasts with HR 2454 significantly.
The linchpin contrast is the removal of any kind of cap and trade program directing that the Clean Air Act will not regulate greenhouse gases or climate change.
Section 502 of the American Energy Act states: ‘‘The term ‘air pollutant’ shall not include carbon dioxide, water vapor, methane, nitrous oxide, hydrofluorocarbons, perfluorocarbons, or sulfur hexafluoride’’; and “nothing in the Clean Air Act shall be treated as authorizing or requiring the regulation of climate change or global warming”.
