NEPA Variance for Electric Vehicles

j0386698How is the Obama administration creating and retaining jobs? By streamlining environmental compliance for electric vehicle component manufacturers. The Department of Energy (DOE) recently removed some bureaucratic obstacles in order to reduce the application processing time for Recovery Act funds.

Specifically, DOE will not require submission of environmental data and analysis for those entities that apply to the Electric Drive Vehicle Battery and Component Manufacturing Initiative (DE-FOA-0000026). Under 10 CFR 1021.343 (c) the DOE can apply the environmental data variance “…based on the interests of national security or the public health, safety, or welfare…”

Implementing this variance will facility the production of electric drive vehicles and economic recovery “by creating and retaining jobs and by transforming the nation’s industrial infrastructure”. (Fed. Reg. June 26, 2009, Vol. 74, Number 122).
